Mr. Williams is Chairman of the Board of Directors and CEO of Impact Infrastructure, LLC. (ii), based in New York City with offices in Toronto. ii is at the center of a movement to create standards and software tools for measuring risk adjusted value of public infrastructure and building projects. Williams spent 33 years with architecture and engineering companies including 16 years as a principle owner of a large international firm known for the design of highly engineered and precisely controlled buildings, transportation systems, water and wastewater infrastructure, as well as environmental and natural resource management programs. He led teams of consulting specialists focused on competitive public services and P3 delivery. He was a pioneer in the development the custom business case analyses tool known as the Sustainable Return on Investment framework (SROI), used for determining project specific value for money. His portfolio of assignments exceeds $10B US.
Williams and his partners founded ii to create tools that automate the business case and risk analysis process. Their software known as AutoCASETM, will equip project planners, designers, sponsors, funders, financiers, and risk managers with a consistent, comparable, objective and transparent means of assessing project specific, risk adjusted value (economic, social and environmental). AutoCASETM enables business cases to be run at a fraction of the cost of custom studies making them tools that can be used to refine thinking throughout the project delivery process. Williams is on faculty at Columba University’s School of International and Public Affairs; has served on the Sustainable Industry Advisory Board for Harvard’s Graduate School of Design; Chairs the Institute for Sustainable Infrastructure (ISI) Economics Committee; Co-Chairs the West Coast Infrastructure Exchange Business Standards Committee; and Chaired the Clinton Global Initiative Infrastructure Finance Work Group and the Rethinking Waste Action Network. He graduated from West VirginiaUniversity in 1979.
